Welling Partnership is providing a full suite of professional services for the new Hengrove Scout Hut development, guiding the project from its initial concept through to on-site execution. Serving as Cost Consultant, Employer’s Agent, and Clerk of Works, Welling ensures the delivery of this vital community asset meets all budgetary, quality and contractual benchmarks.

During the pre-construction phase, Welling steered the project through inception, planning, and Stage 4a detailed design.

Operating in the capacity of Cost Consultant, Welling performed vital financial management duties to secure project viability:

• Inception & Feasibility: Establishing baseline budgets to align early architectural concepts with financial parameters.
• Planning Support: Formulating detailed cost models to underpin the planning application for the 21st (Gladstone) Scout Group’s new facility.
• Stage 4a Design Costing: Executing rigorous cost checks during detailed design to monitor and prevent budget inflation.
• Value Engineering: Investigating alternative material specifications to optimise expenditure without compromising structural integrity or long-term durability.

Following the design stages, Welling managed the procurement process to bring the scheme to market and secure a main contractor.

The project is delivered under a JCT Design and Build Contract. In the post-contract phase, Welling acts as the Employer’s Agent, administering the contract terms, managing commercial risk and monitoring the construction programme to ensure compliance with the employer’s requirements.

To verify that the physical construction aligns with the technical specification, Welling provides Clerk of Works services. This involves independent, routine on-site inspections to monitor workmanship and material standards and health and safety compliance throughout the construction lifecycle up to handover.
