Welling Partnership holds the role of independent Compliance Inspector, providing comprehensive technical monitoring and lease assurance for a 100-home parcel within the wider master plan. Delivered in partnership with Homes England, housebuilder Keepmoat, and master developer Bathurst Development Limited. The project requires rigorous independent oversight from the earliest infrastructure phases through active construction to final handover.
To safeguard the investment of public funds, the Welling team monitors the scheme continuously to ensure all public funding conditions, performance criteria and design qualities are met. This includes undertaking routine site inspections and key milestone audits, verifying critical build stages from Start on Site to House Build Targets, to safely trigger land payment drawdowns in strict alignment with the Building Lease criteria.
Technical assurance on site involves detailed, hands-on inspections, with Welling signing off each dwelling at slab level to record service installations, at wall plate, and at final completion. Given the regional context of the site, careful attention is paid to monitoring the installation of traditional Cotswold stone facades, ensuring the build maintains full compliance with local design guidelines and approved plans.
Beyond quality control, Welling monitors health and safety compliance, confirming that the developer effectively discharges their duties under CDM regulations and maintains suitable welfare facilities. Throughout the construction period, monthly progress reports track build-out metrics, statutory utility agreements and formal variations.
As units reach completion, our scope of service concludes with verifying final boundaries against digital transfer plans, checking NHBC and CML certifications, and calculating overage amounts due to Homes England to issue the final completion certificates.
